Drivers Exceeding 12 Penalty Points in West Yorkshire


There are 575 West Yorkshire drivers currently on the roads, despite having more than 12 active penalty points on their licences.

The driver with the highest number of penalty points lives in the Huddersfield area. That individual currently has 36 penalty points on their licence, for a combination of six different offences: one offence of driving without insurance and five separate offences of failing to identify the driver of a motor vehicle.

The DVLA explains that some of the drivers concerned may have previously been disqualified by the court, but have successfully reapplied for their (still endorsed) driving licences at the end of the disqualification period.

The Agency also points out that courts have the discretion to allow a driver to keep their licence when they would ordinarily receive a disqualification under the "totting up" rules.

The driver with the second highest number of penalty points - who only holds a provisional licence - has been convicted of four separate offences of driving without insurance. The driving licence of that individual is currently endorsed with 32 penalty points.

Dear DVLA,

I am making this request in accordance with section 1 of the Freedom of Information Act 2000.

Please provide the following information for non-disqualified driving licence holders with an address in the county of West Yorkshire:
1. The number of those drivers with their driving licence endorsed with 12 or more penalty points.
2. For each of the ten drivers with the most penalty points:
(a) The type of licence held (e.g. full or provisional).
(b) The categories of vehicles their driving licence covers.
(c) The partial postcode of their address (e.g. the post town will do).
(d) The number of penalty points held.
(e) The codes of the offences leading to those penalty points.

In accordance with section 11 of the Act, please provide your response in electronic format to the return email address associated with this request.
