Environmental Enforcement by Northumberland County Council


Northumberland County Council issued fewer than 200 fixed penalty notices to people caught littering in 2016, according to information obtained by FOI By Proxy.

Of the 179 people hit with a ticket, 26 were prosecuted under section 87 of the Environmental Protection Act 1990. Prosecution normally occurs where a person fails to pay an £80 fixed penalty notice.

It looks like there has been a reduction in the County Council's litter enforcement activities this year. For the first half of 2017 there were only 49 fixed penalty notices issued and five prosecutions for littering.

We also asked the County Council to provide information about the extent of fly tipping within Northumberland.

In the financial year 2015/16 the County Council received 2,260 reports of fly tipping. The number of fly tipping reports fell slightly to 2,030 in the financial year 2016/17.

The County Council brought only two prosecutions for fly tipping in 2016. In the first half of 2017 there have already been eight prosecutions for fly tipping.
